Licence to skill is a phrase chosen to be easily remembered and used as shorthand to describe an approach to designing provision in a way that meets the skills, employment and support needs of different groups of people thereby increasing their economic and social well-being. The approach is able to define pathways for people to: • Take a more active and fulfilling role in their families and communities, • Move into and stay in employment, and • Progress in the labour market.
